How much are Lake County impact fees on a new single-family home? Under the county schedule in effect from October 1, 2026 through January 1, 2027, a detached home of 1,500 to 2,499 square feet pays $17,136 in county impact fees in the Central and North Central districts and $17,564 in the Northeast/Wekiva and South districts. The school fee is the largest piece at $12,021. The road portion is scheduled to step up again on January 2, 2027, so permit timing matters if you are building or buying a to-be-built home.

Impact fees are one-time charges on new construction that help pay for roads, schools, fire service, parks and libraries. They are part of what it costs to put a new house on a Lake County lot, whether you pay them directly or a builder does. Here is what the current schedule says, what changes next, and which questions to ask before you sign.

Lake County impact fees for a new home, October 1, 2026 to January 1, 2027

These are the single-family detached rates from the county’s current residential schedule, by living area. Lake County Residential Impact Fee Schedule, October 1, 2026 to January 1, 2027.

Living area Central and North Central districts Northeast/Wekiva and South districts
800 sq ft or less $9,092 $9,320
801 to 1,499 sq ft $16,509 $16,829
1,500 to 2,499 sq ft $17,136 $17,564
2,500 sq ft or more $17,709 $18,210

Each total combines six parts. For a 1,500 to 2,499 square foot home in the Central district, that is $3,928 for roads, $12,021 for schools, $536 for fire, $263 for parks, $263 for the library and a $125 administrative fee. Only the road fee differs between the districts shown above.

The county’s posted schedule also lists a West district, but its road rates on that schedule do not match the October 1, 2026 phase-in rates in the county code. Until that is resolved, confirm the West district figure directly with Lake County Planning and Zoning at 352-343-9641. Lake County Code, Chapter 22.

Do impact fees apply inside Clermont, Groveland and other Lake County cities?

The school fee does. The county code says that beginning October 1, 2023, “all residential construction occurring within the county, both within the unincorporated area and within the municipalities” pays the educational system impact fee. For a detached home over 800 square feet, that fee rose from $11,247 to $12,021 on October 1, 2026. Lake County Code, Chapter 22.

Cities can also adopt their own impact fees. Eustis, for example, adopted updated municipal impact fees, including police, library, parks and water and wastewater capacity fees, that apply to building permits issued on or after January 1, 2026. City of Eustis Ordinance 25-27. If your lot is inside a city, ask that city’s building department which county and city fees its permit will carry.

What changes on January 2, 2027?

The county code phases road fees in over four years. On January 2, 2027, the road fee for a detached home becomes the same in the Central, North Central, Northeast/Wekiva and South districts: $1,669 for 800 square feet or less, $4,552 for 801 to 1,499 square feet, $4,905 for 1,500 to 2,499 square feet and $5,550 for 2,500 square feet or more. Lake County Code, Chapter 22.

Living area Road fee increase, Central and North Central Road fee increase, Northeast/Wekiva and South
800 sq ft or less $228 $0
801 to 1,499 sq ft $951 $631
1,500 to 2,499 sq ft $977 $549
2,500 sq ft or more $1,091 $590

These figures compare the road portion only. Other components can change on their own schedules, so check the county’s next published schedule for the full total.

When are impact fees paid, and does timing matter?

Florida law says a local government cannot require collection of an impact fee earlier than the date the building permit is issued. It also says new or increased impact fees may not apply to current or pending permit applications submitted before the increase takes effect, unless the change lowers what the applicant owes. Fla. Stat. 163.31801.

For a buyer, that makes the permit application date a practical deadline. If you own a lot and plan to build, a permit application submitted before January 2, 2027 is the line the statute draws. If a permit expires or is canceled, Lake County says paid impact fees may be refunded, less a processing fee, when the owner of record applies within 180 days. Lake County Impact Fees.

Exemptions and waivers worth checking

  • Age-restricted communities. Housing for older persons approved by the County Attorney is exempt from the school fee. On the current schedule, an approved active adult home in the Central district pays $2,339 in total county impact fees. The approval letter must be submitted with the permit application. Lake County schedule.
  • Replacing an existing home. A legally existing residence replaced by a home of the same or smaller area owes no impact fees, after the county verifies the prior structure. Lake County Impact Fees.
  • School impact fee waiver. Certain older platted lots near a city hall, within walking distance of a public school or in a designated historic district may qualify for a school fee waiver when funding is available. Lots in gated subdivisions are not eligible. Lake County Impact Fees.

Questions to ask before you sign

  1. Which benefit district is the lot in? Check the county’s Impact Fee Benefit District Map, linked from the Lake County impact fee page.
  2. What is the home’s living area? Fees step up at 800, 1,500 and 2,500 square feet, so a plan just over a line pays the higher tier.
  3. Is the lot inside a city? Ask that city which municipal fees apply on top of the county fees.
  4. Who pays if fees rise before the permit is issued? In a to-be-built contract, read how the builder handles government fee changes. On your own lot, the permit applicant pays.
  5. When will the permit application be submitted? Compare that date with January 2, 2027.

Practical exercise: take a 2,000 square foot plan in the Central district. Today’s county total is $17,136. On January 2, 2027 the road portion alone rises by $977. Write that difference next to your expected permit date before you choose between a to-be-built home and one already under construction.
