Is every home with a Winter Garden address inside the City of Winter Garden? No. A “Winter Garden, FL” mailing address only tells you where the mail goes. Large areas with Winter Garden addresses, including much of Horizon West, are in unincorporated Orange County. Whether a home sits inside city limits decides which government sets part of your property tax rate, who answers a fire or police call, who bills your water and trash, and where you pull a permit. You can check any parcel in a couple of minutes before you make an offer.
How to check if a Winter Garden home is inside city limits
The City of Winter Garden gives a simple test: look up the property on the Orange County Property Appraiser website, and if the record lists “Municipality” as Winter Garden, the address is within city limits, according to the city’s planning and zoning FAQ. The same FAQ lists the Planning and Zoning Division at 407-656-4111 ext. 5156 if you want staff to confirm. The city also publishes a City Limits Map along with its garbage collection day maps and historic district maps.
Use the parcel record, not the listing. Listing portals and marketing materials usually show the postal city, so two homes a few minutes apart can both say “Winter Garden” while one is in the city and the other is governed by Orange County.
Why Horizon West addresses are usually county, not city
Horizon West is an Orange County planning area of five mixed-use villages and a Town Center covering about 20,704 gross acres, first adopted in 1995, and the county calls it the fastest-growing community in unincorporated Orange County, according to Orange County’s Horizon West page. Many of its neighborhoods use Winter Garden or Windermere mailing addresses. Unless a specific parcel has been annexed, the county, not the city, provides its local government services.
Annexation is possible at the edges. Winter Garden’s FAQ says a property may annex into the city if it is contiguous with property already in the city, and that contiguous can mean across the street. That is why the line between city and county does not follow neighborhood names and can change over time.
City vs. county: what changes for the homeowner

| Code and zoning | City code and city zoning map | Orange County code; in Horizon West, the village plans |
Sources: millage from the City of Winter Garden FY2027 budget and the Orange County FY 2026-27 budget millage summary; fire stations from Winter Garden Fire Rescue; police contact from the city public safety directory; trash billing from city residential waste collection; permits from the city Building Department.
Orange County’s unincorporated area MSTU, by ordinance, covers all property not inside an incorporated municipality and can fund services such as law enforcement, fire protection, recreation, streets, garbage collection and drainage, according to Orange County Code Section 33-168. City residents pay the city’s millage instead of these county service levies.
What the tax difference looks like
The part of the bill that changes at the city line is smaller than many buyers expect. Comparing only the levies that differ, the city’s 4.8565 mills against the county’s combined 4.6480 mills, the gap is 0.2085 mills, or about $20.85 per $100,000 of taxable value. These are illustrative taxable values, not estimates for any specific home.
| Taxable value (example) | City millage (4.8565) | County service MSTUs (4.6480) | Difference |
|---|---|---|---|
| $300,000 | $1,456.95 | $1,394.40 | $62.55 |
| $400,000 | $1,942.60 | $1,859.20 | $83.40 |
| $500,000 | $2,428.25 | $2,324.00 | $104.25 |
Both sides also pay the countywide, school, library and water management district levies, so those cancel out in this comparison. What often moves the real bill more is what sits on top: a community development district assessment, a neighborhood or lake MSTU, non-ad valorem assessments, and HOA dues, all of which vary by parcel. Read the actual tax bill on the Orange County Tax Collector’s site for the home you are considering, and see our guide on how CDD fees are paid in Florida if the parcel has one.
Buyer checklist before you write an offer
- Pull the Orange County Property Appraiser record and note the Municipality field and the tax district.
- Open the most recent tax bill and list every line: city or county MSTUs, CDD, and any non-ad valorem assessments.
- Confirm the water and sewer provider for that exact address with the seller and the utility. Providers do not always line up with city limits, so do not assume.
- If you plan a pool, fence, addition or driveway change, confirm whether the city or the county will issue the permit. Our Orange County driveway permit guide covers the county side.
- Check trash and recycling service for the address. On the county side, our guide to Orange County trash carts when a home sells explains the handoff.
- If you care about voting in city elections or city programs, remember those follow city limits, not the mailing address.
Downtown Winter Garden vs. Horizon West: the tradeoff
Choosing between an in-city home near downtown and a Horizon West home with the same mailing city is mostly a choice about the house, the neighborhood and the commute, not taxes, since the city-versus-county millage difference is about $83 a year on a $400,000 taxable value. In-city homes run on one local government for public safety, utilities billing, trash and permits. Horizon West homes rely on Orange County for those services and often carry neighborhood assessments that older in-city streets do not, so compare total monthly cost, not just price. Frequently Asked Questions
How do I know if a house is in Winter Garden city limits?
Look up the parcel on the Orange County Property Appraiser website. The City of Winter Garden says that if the record lists “Municipality” as Winter Garden, the address is within city limits. You can also check the city’s City Limits Map or call the Planning and Zoning Division at 407-656-4111 ext. 5156.
Is Horizon West part of the City of Winter Garden?
Generally no. Orange County describes Horizon West as a planning area in unincorporated Orange County, even though many of its homes use Winter Garden or Windermere mailing addresses. Individual parcels can be annexed, so confirm the specific property record.
Are property taxes higher inside Winter Garden city limits?
Slightly, for the levies that differ. For the fiscal year that began October 1, 2026, the city levies 4.8565 mills, while unincorporated parcels pay 1.8043 mills for the county’s unincorporated service MSTU plus 2.8437 mills for Fire and EMS, a combined 4.6480. That is about $20.85 more per $100,000 of taxable value inside the city, before CDDs, neighborhood MSTUs or other assessments, which vary by parcel.
