Being outside a high-risk flood zone does not mean a home cannot flood or that every insurer and lender will waive flood coverage. Confirm the parcel, loan and policy requirements separately.

Coverage and risk are different questions
FEMA’s flood insurance guidance says homeowners insurance generally does not cover flooding. Federal flood insurance can be available outside high-risk areas in participating communities, subject to the stated exclusions. Check the parcel’s flood information and ask an insurance professional to quote the actual coverage.
Citizens has a separate requirement
Florida Statute 627.351 requires flood insurance for covered Citizens personal-lines residential policies effective on or after January 1, 2026 when dwelling replacement cost is at least $400,000, and for all other covered personal-lines residential property from January 1, 2027. This is replacement cost, not purchase price. Exceptions include policies without wind coverage and condominium unit-owner forms.
Verify the lender and start date
Lender requirements are separate from Citizens eligibility. Ask both parties what coverage and limits are required. FEMA’s flood insurance guidance describes a usual 30-day NFIP waiting period and specified exceptions; do not assume a policy becomes effective immediately or that every private policy has the same terms.
Before closing or renewing
Request the flood quote, effective date, deductibles, building and contents limits, and any exclusions. Ask whether the proposed coverage meets the lender’s and property insurer’s requirements. Do not use an undated community widget as a risk or insurance determination.
Frequently Asked Questions
Does a low-risk designation mean no flood insurance is needed?
Not necessarily. Consider the actual risk, lender and policy requirements.
Is the Citizens threshold the purchase price?
No. The statutory schedule refers to dwelling replacement cost.
