The Polk County Public Schools address locator decides it, and nothing a builder prints does. Enter the address in the district’s Address Zoning User Application or in GeoZone and the elementary, middle and high assignments come back for the school year you pick. That answer rests on attendance boundaries the School Board can redraw, and it is a different thing from the school concurrency determination that let your subdivision be platted.
Four questions that get collapsed into one
Four separate questions sit behind this one. Each is answered by a different office, using a different document, on its own schedule.
| The question | Who answers it | Where the answer lives | What it does not settle |
|---|---|---|---|
| Was there capacity for this subdivision? | School Board of Polk County, at plat or site plan stage | A binding school concurrency determination letter | Which school any individual child attends |
| Which schools is this address zoned for? | Polk County Public Schools, by attendance boundary | The AZUA locator and the GeoZone map, posted by school year | Whether that boundary holds next year |
| Can we attend a different school? | Pupil Accounting, by lottery | Controlled open enrollment, plus separate magnet and choice applications | Anything outside the published window |
| Can we register yet? | The zoned school’s front office | Two proofs of residence at the new address | Registration before you can document the address |
The address locator is the only authority on the zoned school
The district publishes two tools at polkschoolsfl.com/schoolzones. The Address Zoning User Application takes a house number and street name and returns the zoned elementary, middle and high school. GeoZone is the map version, posted one school year at a time: a 2025-2026 map and a 2026-2027 map sit there as separate links, which is the plainest evidence that the answer carries a date.
Read the footnote before trusting the newer map. The 2026-2027 GeoZone draws a zone for a new high school the district identifies as “BBB,” to be built in the Poinciana area, then states that the rezone option does not take effect until the school opens in 2028-2029 and that the area stays inside the Haines City High School boundary until then. A map can show a correct future boundary and the wrong present one.
A brand-new home can also run ahead of the address database. The district’s instruction for that is to call Pupil Accounting at 863-519-7600, option 1.
What the school concurrency determination actually approved
Polk County has applied school concurrency since March 2008, under an Interlocal Agreement for Public School Facility Planning revised December 10, 2013 and signed by the Board of County Commissioners, the School Board and the county’s municipalities, Davenport, Haines City, Lakeland, Polk City and Winter Haven among them. It sets one level-of-service standard: 100 percent of Florida Inventory of School Houses capacity, applied districtwide to all schools of the same type and tested inside concurrency service areas drawn separately for elementary, middle and high.
Two kinds of letter come out of that process and only one reserves anything. A non-binding determination is an early impact assessment for county and city commissions, and the district’s application instructions state that no entitlements are reserved at that stage. A binding determination is required at site plan, county Level 2 or plat approval, and it is the letter that vests and reserves the entitlement. It runs 18 months from the approval date: one issued on a Level 2 approval dated March 14, 2025 lapses on September 14, 2026 without a time extension.
A local government issues a Certificate of School Concurrency only where the Board has determined that adequate capacity will be in place or under actual construction within three years after final subdivision or site plan approval, or where a binding proportionate share mitigation agreement has been executed. Note what that measures: capacity across a service area, not a seat for one child at a named campus.
Boundaries move, and the 2026-2027 rezone shows how
On January 27, 2026 the district announced that the School Board had approved new high school attendance boundaries effective for 2026-2027. Students already enrolled in a Polk high school are not required to change campuses when a change alters their zoned school, and bus transportation continues for eligible students; affected families may instead opt in to the newly zoned school. Rising freshmen are enrolled at their zoned school, and the announcement states that there is no sibling priority for incoming ninth graders. A household buying into a rezoned area with an older child already placed can end up at two campuses, with choice programs and career academies the only routes to one. Rezoning questions go to [email protected].
If you want a school other than the zoned one
Controlled open enrollment is the statewide route. Section 1002.31, Florida Statutes, requires a district to let a parent enroll a child in any district school that has not reached capacity, subject to class size limits, and requires capacity determinations by grade level to be updated every 12 weeks and posted on the district website. Students residing in the district get preferential treatment and cannot be displaced by an applicant from another county.
Polk defines availability tightly: a school is eligible for a placement when it operates below 90 percent of FISH capacity, against the 100 percent figure concurrency uses for the same measure. Applications go through Parent Portal in one window a year, published as April 5 through April 30 for 2027-2028, matching the district’s first-Monday-to-last-Friday rule. Placement is by lottery across up to three choices, verified siblings are listed and given priority once one is selected, approved applicants have 10 days to accept, and transportation is the parent’s responsibility. Outside April, a transfer requires a listed condition such as serious hardship, serious illness, a bullying situation, a DCF placement or military deployment.
Magnet and choice programs are excluded from that process and run on their own geography. Students may apply only within their zone of residence, and Polk draws four: Zone A for Highland City and Lakeland, Zone B for Auburndale, Eagle Lake, Lake Alfred, Polk City and Winter Haven, Zone C for Davenport, Dundee and Haines City, and Zone D for Bartow, Fort Meade, Frostproof, Lake Wales, Mulberry and South Lakeland. District transportation is provided when the student lives more than two miles from the school.
The document problem on a to-be-built home
Registration takes two proofs of residence, each showing the parent’s name and the current address, drawn from a lease or rent receipt, mortgage document or property tax record; a utility, cable or home phone bill; a Florida driver’s license, vehicle registration or auto insurance; a voter registration document or Florida identification card; or proof of current government benefits. Post office boxes, private mail boxes and commercial addresses are not sufficient. Every one of those postdates closing, so the order is closing documents, license address change, registration appointment.
Set that against the calendar. A buyer closing in July has already missed that April’s enrollment window for the school year starting weeks later, so the child starts at the zoned school and the next window is the following April.
What to check before you sign the builder contract
- Run the address, or the lot and street if none is assigned yet, through AZUA and GeoZone for the school year you will actually move in, and read the page footnotes for any zone drawn but not yet in effect.
- Ask the builder’s sales office for the project’s binding concurrency determination letter and its approval date, then count 18 months forward.
- Ask whether the project carries a proportionate share mitigation agreement, the route a development takes when capacity was not already there.
- If a magnet or choice program matters, confirm which of the four zones the address sits in before going under contract.
- Put your closing month beside the April window, and line up two documents from two different proof-of-residence categories for the week after closing.
Frequently asked questions
The builder’s site plan names the schools. Is that binding?
No. Builder marketing is not an attendance boundary and the district does not adopt it. The zoned school comes from the Polk County Public Schools address locator for the school year in question, and the School Board can redraw boundaries, as it did for high schools effective 2026-2027. What the builder holds is a concurrency determination that tested service-area capacity against 100 percent of FISH capacity, which is a development approval rather than a seat assignment.
Our subdivision got school concurrency approval. Does that guarantee seats?
It does not. The Certificate of School Concurrency rests on a written determination that adequate capacity will be in place or under actual construction within three years after final subdivision or site plan approval, measured for each school level across the concurrency service area. It is issued to the development, it expires 18 months after the approval date unless extended, and nothing in it names a campus for a particular child.
We close in the fall. Can we still apply to a different school this year?
Not through controlled open enrollment, which takes applications only in the April window, published as April 5 to April 30 for 2027-2028. Outside it, Pupil Accounting handles transfers only where a listed condition applies, such as serious hardship, a serious illness documented through a medical interrogatory packet, a bullying situation, a DCF placement at a non-zoned school or military deployment. Magnet and choice applications run on a separate timeline.
Where to go from here
School assignment is one line of new-construction due diligence and the rest lands on the same closing.
