Citizens flood requirements depend on policy type, dwelling replacement cost and the policy’s effective date. They are separate from a lender’s flood-zone requirements.

The current Citizens schedule
Florida Statute 627.351 requires flood insurance for covered Citizens personal-lines residential policies effective on or after January 1, 2026 when dwelling replacement cost is $400,000 or more. Beginning January 1, 2027, the schedule reaches all other covered personal-lines residential property. Verify the applicable policy effective date rather than assuming purchase date controls.
Use replacement cost, not the listing price
Florida Statute 627.351 uses dwelling replacement cost. A listing’s asking price, appraisal and loan balance are different figures. Ask the insurance agent to identify the dwelling replacement cost used for the policy.
Check the exceptions and coverage
Florida Statute 627.351 excludes policies without wind coverage and policies under a condominium unit-owner form from this condition. It also addresses special flood hazard area timing and minimum acceptable coverage. Have the agent confirm the exact policy requirement in writing rather than assuming every Citizens product is included.
Keep lender requirements separate
Ask the lender for its own flood determination and insurance instructions. FEMA’s flood insurance guidance explains that ordinary homeowners insurance generally does not cover flooding and describes NFIP availability and a usual 30-day waiting period with exceptions. Coordinate the proposed flood policy’s effective date before closing or renewal.
Frequently Asked Questions
Does a Zone X designation eliminate the Citizens requirement?
Not necessarily. The Citizens schedule is a separate policy eligibility rule.
Does the $400,000 threshold use the home’s sale price?
No. The statute uses dwelling replacement cost.
